背景

癌症已经成为中国的头号杀手。癌症的疾病负担非常严重。尽管很多癌症是可以治愈的,它仍然是最令人恐惧的疾病。最近的数据显示,中国的癌症发病率和死亡率都在日益增加。中国13%的死亡是由癌症引起的,每分钟就有6个中国人被确诊患有癌症。尽管如此,中国对于癌症医疗及其政策的研究还很有限,可以利用的数据与研究资源都很紧缺。

山东省人口总量接近一亿人,并且东西部间有明显的地区差异,是整个中国的一个缩影。近年来,随着健康中国战略的实施,癌症防控研究已成为热门的研究领域;但由于合格的研究人员和严谨的研究项目有限,该领域的研究面临很大挑战。

2013年起,山东大学和山东省肿瘤医院联合弗吉尼亚大学优秀科学家共同研究癌症的防控与政策领域的相关课题。为了进一步巩固和提升山东省在癌症防控领域的发展,山东大学医药卫生管理学院(国家卫计委卫生经济与政策重点实验室)于20171016日正式成立了肿瘤防控与政策研究中心。

 

目标

山东大学医药卫生管理学院肿瘤防控与政策研究中心(以下简称CCPR)挂靠山东大学医药卫生管理学院(国家卫计委卫生经济与政策研究重点实验室),旨在开展以下范畴的卫生服务与政策研究:降低患癌风险、寻找适宜的癌症医疗服务模式、研究提高癌症治疗的质量、控制成本、改善可及性、提高公平性以改善癌症患者的生存状况。CCPR致力于减轻山东以及中国居民从预防、诊断、治疗、康复、幸存期至临终关怀各个阶段的癌症负担。CCPR通过其建设研究基础设施、组织科学研究以及协同各研究领域专家来确保完成这些使命。关键研究领域包括:改善生活方式来控制癌症风险、促进循证筛查与早期监测、推广医疗指南推荐的癌症治疗方案、控制医疗服务成本、合理利用医疗服务以减少癌症医疗中的不公正。

成员会议

CCPR每半年将在山东大学召开一次成员会议,并决定研究的优先顺序。会议将讨论研究所运行过程中遇到的相关问题,通报中心在各方面的相关进展,为自身科研人员提供一个分享研究兴趣与领域并加强合作的机会。

中心每月将举行一次国际电话工作会议,讨论近期的工作进展。如果有需要,山东大学和山东省肿瘤医院的主要成员将在济南不定期召开工作会议。

 

未来的发展方向

中心将获得来自于山东大学医药卫生管理学院的启动经费以促进与相关机构和人员的合作交流,并在此基础上申请国家自然科学基金、美国中华医学基金会等资助机会。CCPR将会促进在山东省的人群、社区、临床等各水平的个性化、具有文化适应性的癌症服务研究。为了帮助科研人员专注于研究本身,CCPR考虑向科研人员提供免费或低价科研支持服务如:招募研究对象、准备项目申请的背景资料、管理数据、执行调研等。

Introduction

Evidence from well-designed studies reveals that the population burden of cancer is high, Cancer has become the leading cause of death in China (374.1 per 100,000 person-years). It is also the most feared disease although many cancers are curable. Both incidence and mortality of cancers in China have been increasing. The most recent data show that 13% of deaths in China were caused by malignant neoplasm and every minute, six people in China are diagnosed with cancer. Although we know cancer is the number one killer of Chinese people, relatively few resources have been dedicated to providing support for cancer care research.

Shandong province has a population of about 100 million, which has obvious area differences between eastern part and western part, just like a miniature of the whole country. Recent years, with the implementation of the strategy of healthy China, cancer control is becoming a hot but challenging research field in China because of limited qualified researchers and rigorous research projects.

Since 2013, Shandong University and Shandong Cancer Hospital began to cooperate with leading scientists from the University of Virginia to develop research projects in the field of cancer control and policy. To further strengthen and improve the development in this field in Shandong Province, the Center for Cancer Control and Policy Research, School of Health Care Management of Shandong University (also the Key Lab for Health Economics and Policy Research, NHFPC) was established on October 16th, 2017.

 

Goals

The Center for Cancer Control and Policy Research (CCPR) at the Key Lab promotes health services and policy research within the research themes of cancer risk reduction, receipt of optimal cancer care services, and promotion of cancer survivorship with particular emphases on cancer care quality, costs, access, and disparities. CCPR seeks to reduce cancer burden in Shandong and China across the cancer control continuum from prevention to survivorship. The mission of CCPR is executed through its research infrastructure, organizational policies and affiliations, and its membership base focused around key research themes. The key research themes include the reduction of life style related cancer risk, promoting evidence-based cancer screening and early detection, receiving guideline recommended cancer treatments, controlling healthcare costs, and reducing cancer disparities through optimal use of health services in communities.

Member Meetings

CCPR holds semi-annual research retreats located on the Shandong University campus to bring together cancer care and policy researchers and to identify leading priority research initiatives.  This retreat also allows member to address any work issues (proposal, paper, work report, enrollment and training of staff, etc.) that may come up, get informed about developments in the Center, and offers an opportunity to share your area of interests and research with other members so that collaborations can be strengthened.

A monthly international meeting will be held, which will involve the main leaders of this center to discuss the progress of related work during the recent month. Dr. Xiaojie Sun and Prof. Jialin Wang will organize unfixed work meetings in Jinan if necessary.

 

Future Directions (depend on funding)

Seed funding initiative will be implemented through the Key Lab to stimulate research collaborations and judged by merit for potential future NSFC/CMB proposal submission. CCPR will facilitate personalized and culturally sensitive cancer care research at the population-, community-, and clinic-level in Shandong province. It will allow investigators to focus upon the science of their study rather than technical and developmental activities such as recruiting study participants, preparing data for background sections of grant applications, managing participant data and sample collection.
